Conditional activities: Grade conditions should use percentages, not underlying numbers

      Description

      Currently the grade conditions in conditional activities use the raw grade score. This is a bit confusing particularly because it doesn't say on the screen what it is. Also, the score number will be unhelpful when the score is using a scale with words. (These are numbers internally, but who knows that.)

      As a partial solution, I propose to change it to percentages and indicate this with a % symbol. Although this still doesn't make all that much sense for word scales, it is probably better than the raw numbers, and at least it should indicate that people aren't supposed to type words in.

      It would be nice to use the specific scale attached to a particular grade item but this will be difficult to implement so I would rather leave that for possible later improvements by someone else
