When we attempt to allow our school administration to look at courses or to impersonate users other than those in their own courses the only choice we have in roles (besides making them full administrators) is to make them non-editing teachers. This results in a very long My Courses block which includes all of the courses offered throughout our enterprise.

We would like to be able to grant school administrators rights to impersonate all students to view their progress without cluttering their pages with all of the courses which they do not actually teach.
