Bugs and Missing Text Strings During New Installation

During setup moodle is unable to create a new database even with the correct privileges. if manually created setup continues as normal.

There is an issue with sessions not being allowed during the installation process.
The error happen after the database is installed and the tables are created.
The error message states "PHP session cannot start, please check your browser allows cookies". This is a bug as session work without issue when logging in to the site.
session files are being created on the server.

There are missing text strings during the installation process.
