tree.css loaded and used after theme custom css

      Description

      Usually all standard CSS files are loaded before theme CSS, but on gradebook categories&items report there's tree.css file which is loaded after theme CSS. This causes coincident styles to be overwritten by the standard ones and makes it impossible to customize some of the page styles.
