Install fails if a broken plugin is etected

      Description

      I accidentally left an empty folder in the blocks directory when making a new install of Moodle 2.0. I got an error about the main block class file being missing, so I removed the folder and pressed continue. However, I just got a PHP session error next.

      Steps to reproduce:

      New Moodle 2.0 install ready to go (no database set up yet)
      Add an empty folder to the blocks directory
      Run the installer
      Get the error
      Remove the directory and press continue
      Fail!

      I was expecting that it would run smoothly once the offending bit was taken out of the equation.
