new admin tree UI should not be cached on admin setitngs and external pages

      Description

      The problem is that the settings and external pages often change the structure (or visibility) of the admin tree.

      Examples are in the Plugins sections - the settings pages should be visible only when plugins enabled (changes done in external scripts). Another example is subsystem enabling (changes done in admin settings).

      It should not have any serious performance problems, because we already did this in 1.9 - the $ADMIN->fulltree directive and lazy loading of options should solve this exactly like in 1.9.
