Outcomes fail to restore from earlier 1.9 versions

    Description

      Outcomes do not restore into 1.9.7 from previous versions. I tested a restore from a backup made in 1.9.4 and a backup in 1.9.5, both failed to restore outcomes.

      When new outcomes are made in 1.9.7, they do successfully restore to 1.9.7.
