can't move questions with linked files up to category level

      Description

      To reproduce:
      Create a course in a course category (e.g., "algebra1" within "math courses"). In that course, upload an image or other file to the "course files" area, and create a question that links to that file. Now try to move that question from the course to its parent category level (so that it can be shared by other courses in the category). When prompted what to do about the image, select either "copy from the course files area and change links" or "move from the course files area and change links." The result is the error message seen in the attached screenshot.

        As a workaround, as an admin you can export a question db and import it to Front Page Questions and when you move your category to the system level context, choose the 'link only' option. Not ideal - but seems to do the job for the interim.

        Well, I have fixed the missing error message strings.

        The error is trying to tell you that you do not have permission to create files in the place you are trying to move the questions to. I think that is a correct permissions check.

        So, you need to ensure that teachers who can share questions have permission to create site files.

        ... interesting... I could have sworn I checked this and tried as Admin as well. I'll test again.
