In course create two groups say group A and Group B

assign some students to each group and a non-editing teacher (say serious sam) to Group A

As admin and enrol another non-editing teacher in the course (say awesome Jack), but donot assign any groups

go to course>reports>course participants

Test with all combinations of capabilities and settings as mentioned in https://tracker.moodle.org/browse/MDL-21415?focusedCommentId=212095&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-212095 and make sure they behave in the correct way.

Description

In 1.97 (haven't tested other versions), the participation report shows all students to a non-editing teacher in a group.

My courses are set to separate groups, and permissions for Non-editing Teacher for showallgroups are set to prevent. When I log in as a non-editing teacher I set up, and go to the Course reports, click the participation report, choose an activity, and then set "Show only" to Student, all student show up.

Shouldn't the participation report also respect separate groups?
