New role archetype "manager"

"Manager" does not participate in courses (is not enrolled), it is kind of "small administrator".
Many sites use administrator role in lower contexts, unfortunately this is far from ideal because there are multiple design issues and coding problems.

steps:
1/ create new role and copy capabilities from admin tole + add moodle/course:visit
2/ migrate all admins from lower contexts to manager role
