/rss/file.php doesn't try to create rss feeds if they don't already exist

      Description

      If you enable RSS feeds then try to access an RSS feed (/rss/file.php) without first accessing admin/cron.php you get an error message as the rss feeds haven't been created yet. Ideally rss/file.php should try to create the rss feeds if they don't exist yet.

      Will this introduce any potential concurrency problems?
