      Description

      The idea here is to integrate the static drop down menu that is popular with themer's into Moodle core.

      The custom menu should be implemented using the YUI3 node-menunav widget and should display (even possibly work) with JavaScript enabled or disabled.
      It should be implemented through the renderer as well in order to be over-rideable encase someone would like to implement a pure CSS drop down or any other sort of drop down that is desired.
      This should also be supported in the standard theme.
