Inconsistency in SCORM settings

      Description

      When adding SCORM content, there is a setting for 'Restrict answering for this time period' - see http://screencast.com/t/ODllMzFhYj

      This seems problematic for two reasons:

      1. Why is there only one activation check-box for these two fields, rather than two activation check-boxes like in (for example) the Quiz and Database settings?
      2. Taking this one step further (maybe), is this setting even needed given the conditional activities restriction? Maybe it is if this is meant to be to allow students to see, but not attempt, the SCORM package, but thought I'd raise it to see what the intention is.
