Manual tests

Install a new Moodle manually, using the GUI.

At the admin user creation screen, observe that you have a list of timezones to choose from besides the UTC offsets.

Uninstall your Moodle and re-install it using the CLI.

Once more, at the admin user creation screen, observe that you have a list of timezones to choose from besides the UTC offsets.

Manually verify that there are rows in the timezone and timezone_windows_to_olson tables.

Run the following PHPUnit files: /calendar/tests/lib_test.php, /calendar/tests/ical_test.php

3/ Try to set their timezone to something human (like Australia/Perth)

Expected result:
The Austrlia/Perth timezone is visible on initial install.

Only manual UTC offsets are available.
