There is a new "upgrade_log" table in 2.0, the aim was to send all interesting upgrade related information into this table instead of printing in inline during upgrade and also instead of mailing admins. One of the reasons for this was the introduction of CLI scripts where admins may not actually see the upgrade process, also the new messaging framework is not fully installed and configured during the 2.0 upgrade.

This information would be used for:
1/ upgrade summary displayed after each upgrade
2/ notification of admins that something needs attention after upgrade
3/ later inspection of upgrade history

What is necessary for 2.0?

• finish upgrade log db structure - we may need some more flags such as message read, notification sent, etc.
• show list of major upgrade issues and notices after upgrade
• basic browsing of upgrade history
