can't filter Glossary view by letter (arabic) when Moodle is installed on Oracle DB

      Description

      the glossary can't filter concepts by arabic letters when Moodle 1.9.8 is installed on Oracle database 10G, in the screenshot, there is an Arabic concept that begins with letter: ?
      but when you choose to filter concepts by this letter, it displays no results !!
      the glossary display arabic concepts only when clicking on "all" link ...
      however, the glossary (arabic and english) works without problems on Mysql DB ..

      this is the query that is resposible for the filtering:

      note: you may see ? instead of arabic letters here in this bug.
