Add an admin settings page to reset all known caches

      Can we please have a link in the admin settings menu, either at the top level (under Advanced features) or in the Server menu, to "Clear all server caches".

      This could go to a page that just cleared absolutely everything:

      (CSS, JS, language, records, cache_texts, RSS feeds, etc)

      We could have a button for each but this is probably overkill. The page can list all the caches it clears, as feedback.

      This would be tremendously useful for testers and developers working with Moodle 2.0 to rule out any errors caused by caching.
