problem with text format type field when upgrading from 1.9.9 to 2.0

      Description

      If HTML format was used throughout a 1.9.9 site, when upgrading to 2.0, in some modules & activities, the former HTML format (database value = "1") is not forwarded to 2.0 but replaced with a value of "0" in the database.
      Sometimes the reason is that a specific "format" field did not exist in the database, as in the newly introduced "introformat" field.

      Suggested solution:
      In the upgrade process 1.9 -> 2.0, the 1.9 current admin "use HTML" value should be detected first of all and applied to all the modules and plugins, including the newly created "format_xxx" fields.
