permission help item isnt terribly helpful on the edit capability screen

      Description

      The help item on the edit capabilities screen isn't really helpful. Its talking about 4 options but all the user has is a single checkbox. Screenshot attached. The get_string() errors in the screenshot are being dealt with in a separate issue.
