"Enrol me in this course" link should be hidden for non-enrolable courses

      Description

      If a course is set to not allow self enrollments, but allow guest access, a guest user still sees the "Enrol me in this course" link in the Setting block, under Course Administration. If they click the link, they are greeted with a very disappointing "This course is not enrollable at this time" message. Instead that useless link should not show up. Screenshots are attached.

            So, I guess you can't just hide it based on that option, because there may be other interactive enrollment methods/plugins? But it seems like you could check that as well?

            I've attached a wannabe patch to MDL-23548 that uses this code to hide some courses altogether if you can't do anything with them. It probably needs some more thought but it portrays the idea. Thoughts?
