Make the colorpicker admin setting availble to block admin page

    Description

      Recently Sam Hemelryk added a Javascript Color Picker which is available in the theme admin settings but this feature is not available elsewhere within Moodle, for example as a block setting.

      To achieve this would require a new element to be added to the MoodleQuickForm class
