Should really have a dumb "hello world" web service to facilitate testing

      Description

      It would be nice to have a couple of standard web services to facilitate debugging and testing of a client. One that simply echoes back whatever you send it and/or some sort of "it works" message would be a good start.

              Helen, that Site administration > Development > Experimental test client seems to be out of date in 2.2.1+ (Build: 20120112). The test client only lists the deprecated "moodle_" functions. None of the new "core_" functions (e.g. core_user_create_users, core_user_update_users, core_user_get_users_by_id, etc.) are available. Are there plans to fix this?
