When testing MDLQA-233 and other SCORM QA tests I have noticed that the staging area for the SCORM cuts off all navigation around it.

i.e. When you have the TOC set to drop-down and the Navigation displayed the top of the staging area sits on top of the controls and does not let you access them.

Also, when you try to access the site administration menu, anything below the bottom of the SCORM stage is also unavailable.
