Can't add a file that was already used in another resource

      Description

      Steps:

      1. Create a file resource, give it a name and a description. Click Add File and upload a file (say an image). Works

      2. Create another file resource. Give it a name and a description. Click Add File and choose local. Navigate to find the file you uploaded previously. Doesn't work...
