its not possible to restore a course without already having a course

      Description

      Currently the only way to restore a course is to go into an existing course and click Restore within course administration. You shouldn't need an existing course to restore a course. I'm thinking of a scenario like you backup a course on one server then restore it onto a second server which is a blank Moodle install.
