      The only minor point after MDL-22138 is to implement the ability to recode activity links on restore of questions. It must support:

      • question: texts and feedbacks.
      • answers: texts and feedback.
      • qtype: allow qtypes to declare their own.

      Note: Only contents declarations, not rules
