Add in display of year to database comments

      When the comments are displayed against a database entry, the year isn't included in the date when the comment was posted. This makes it hard to determine which is actually the more recent (or oldest) comments. The ordering doesn't appear totally transpartent either, eg, on http://moodle.org/mod/data/view.php?rid=890&page=448 there are 3 pages of comments, but the most recent comment (I think) is at the bottom of page 1. Intuitively I would think the most recent comment would be either at the top of page 1, or the end of page 3.

      Anyway, would be good if the year could be added to the date display.
