MNET Networking link missing from Moodle 2.0 RC2 admin block

      Description

      On our Moodle 2.0 Build: 20101124 there appears to be an issue setting up MNET. When I'm in the admin block there's no menu item for networking. Going to the URL directly (http://<MY_MOODLE_FQDN>/admin/mnet shows our current key and ability to delete it, but there's no option to enable MNET. Attmepting to use MNET anywhere on the site claims it's disabled (like enabling the MNET authentication plugin). I've turned on full debugging and no errors appear on this page.
