Impossible to install with URL fopen() disabled

      Description

      in install.php, the admin directory settings stage, $INSTALL['wwwroot'] expands to a full url, which always fails to open as I have allow_url_fopen turned off; after hacking it to accept any admin directory it worked fine, so I assume that the full URL isn't needed, and a relative one would work better. Changing wwwroot to dirroot seems to work, or you could add an if(ini_get(allow_url_fopen)) check as used earlier in the script.
