Moodle2 nav menu Topic Items should be links to Topic menu

      1. Log in as admin and create a course using the weeks format.
      2. Observe the sections in the navigation are not links.
      3. Change the course to display one section at a time.
      4. Observe the sections are now links and that the links take you to the correct page.
      5. Turn on linkcoursesections (Appearance > Navigation)
      6. Browse to back to the course and check that the sections are still links.
      7. Change the course course to display all sections on one page
      8. Check that the sections in the navigation are still links and they jump you to the correct place on the page when clicked.
      9. Check that only one page is found active in the navigation when you do that.
      10. Repeat for the topics format
      11. Test the other formats and check nothing has changed.

    Description

      In a large menu, down in some long page, the navigation menu is the only way out without lots of scrolling. But, the nav menu only provides links to other resources, not the Topic blocks themselves.

      Note the attached image. The mouse pointer is where I want to go. That object is the heading of a Topic Block. It should be active and clicking on it should take me to the Topic Outline with that block opened and at the top of page.

      Toward the top of the nav menu in the attached image, you can see that the Participants and the Reports outline headings work in this way.

      Note, this "complaint" came directly from a user who was getting lost as they only use the nav menu, and were not finding their way back to the topic menu.
