uploadusers.php returns "The uploaded file contains no valid data"

      Description

      When trying to upload users via csv, uploadusers.php returns:

      Upload users preview

      Number of preprocessed records: 0
      The uploaded file contains no valid data.

      This is with a csv file that has been properly formated or a csv file that has been dowloaded via the bulk user actions page. Occurs with both ASCII and UTF-8.

      Upload did work 1 time, however all subsequent attmepts have failed.

          Hello, it works as expected for me. If the users were already uploaded the default action is to "Add only new, skip existing" which is expected to return 0 preprocessed records.

          I am having this issue - I am unable to upload users.

          I had done it many times before and am using the same file formats. Then today it stopped working.
