Add content/message area to user report in gradebook

In situations where not all assessment is done within Moodle, it would be nice to have an area within the Gradebook User report to provide a message that states this. If no content is provided, nothing would be displayed. This area could be used to help provide an explanation of why the course total is not being displayed, if that is the current configuration.
