Ability for guest to view, complete anonymous feedback at course level

      Start test before upgrade!

      1. Go to Site administration>Plugins>Activity modules>Feedback and set $CFG->feedback_allowfullanonymous to yes
      2. Create an anonymous feedback on the front page, add some questions
      3. Log out and complete this feedback
      4. Login as admin and allow capability mod/feedback:complete for guests . Note that allowing it will not change anything
      5. Upgrade
      6. Login as admin and make sure that capability mod/feedback:complete is NOT allowed for guests.
      7. Log out
      8. Make sure you can still complete anonymous feedback on the front page
      9. As admin Go to feedback settings and make sure you see deprecation notice.
      10. Create a course with guest access and add anonymous feedback to this course, add some questions
      11. Log out and make sure you can see feedback as a guest but can not complete it.
      12. Login as admin and allow capability mod/feedback:complete for guests
      13. Logout and make sure that you CAN complete feedback inside a course as a guest
      14. Login as admin and unset $CFG->feedback_allowfullanonymous
      15. Log out and make sure you can complete both feedbacks - on the frontpage and inside the course

      It would be useful to allow guest user to complete feedback activity in a course for 2.0. A role or activity override does not allow guest to submit feedback.

      At present, guests can only complete feedbacks located on front page.
