Installation is still available to anyone despite site being in maintenance mode

      • enable maintenance mode (through GUI or CLI)
      • mv moodle dir
      • untar latest version
      • modify config.php
      • visit URL from any computer (even one without admin session)
      • proceed with upgrade

      Upgrade options are available to any casual visitor despite the site being in maintenance mode.
      Page title indicates site is in maintenance mode and page indicates that you are not logged in. However, anyone can proceed with the upgrade. Visit URL below to verify (i will try to leave it up for a bit)
