Security key user's page needs some help text

      Description

      If a site has rss enabled, the settings block has a "security keys" link in the "my profile settings" section. The page user/managetoken.php simply displays an MD5 and a reset button, but doesn't explain what a user might want to do with the key or why they might need to reset it.

      I think some text along the lines of that at http://docs.moodle.org/en/Security_keys needs to be included, but in more basic user-friendly text, should be displayed in the RSS keys section.

      I'd be happy to offer a patch for integration, but I'd like to consult on what the text should say, because I'm not really that clear on how to describe this myself!!
