Non standard behavior of Standard Moodle 2 Themes

      Description

      This problem is similar to MDL-26958

      When using the Nonzero 'standard' theme, items that are hidden from students are invisible in student view, but are not grayed out in teacher view. The only way a teacher can check which items have been hidden is to turn on editing, or switch to student view. This is can be frustrating and confusing.

      It would be wonderful if 'standard' (i.e. what worked in 1.9) behaviour could be returned to this and other moodle 2 'standard' themes.

          Although MDL-26958 and MDL-27160 refer to different CORE themes, the BUG they share is the same. And as Base theme is a parent to all CORE themes, I think Base is the best place to attach the patch.
