Select lists jump to first element in list when using keyboard (IE only)

      When using the keyboard to navigate a select list, the first element is activated (jumped to) when arrowing through the list.

      Expected Arrow to element of choice and hit enter to move to it/activate it.

      This was a major bug in Moodle in the past, and was fixed in other browsers. However, it still remains in IE.
