when restoring a course from "my personal backup section", only activities get restored - not section names and description

i create a backup file for a course.
download it, and restore it to another course (via "upload fie"),
everything is fine.

but if i try to restore a course via the "personal backup section" (forgive me if the name is not correct, my system is not in english).
only the activities show up - not the section name and descriptions.
