Multilanguage Content and Navigation (Categories, Course Names, Navigation Tags)

      When categories and course names have multilang tags, the correct language does not appear in some areas related to site navigation. This fix will be complete when the correct course title appears for the selected language in these areas.

      When categories and course names have multilang tags, the correct language does not appear in some areas related to site navigation. This fix will be complete when the correct course title appears for the selected language in these areas.

      Multilanguage content is not formatted correctly for category names and course full and short names in the navigation block and the breadcrumb navigation bar. A format_string() call is required in these places in navigationlib.php. This patch makes these changes.
