      Description

while working on MDL-27428, i realised i had to deal with key presses that were pressed for long enough that made the keyboard repeat the events.

i tried testing this on the custom menu where the keyboard events are dealt with separately.
perhaps the keyboard events management could be centralised somewhere in moodle to help deal with all the similar accessibility issues?
