Description

Just upgraded from 1.9.10 to 1.9.12+ and the full HTML editor has disappeared site-wide when you add a resource. HTML Editor (htmleditor) is enabled.

This occurs in both Internet Explorer 8 and 9, as well as in Firefox 3.x and 4. Cookies and Caches have been cleared.
