Set the repository order one the "manage repositories" page. Go to "add a resource/file" and "add" content. The file picker will display the proper order in Firefox4, according to the order in "manage repositories", but will not in Chrome or IE9.

Firefox4 responds when I re-order the repositories. However, the order of the repository is not congruent on Chrome or IE9.
