Create a 1.9 or 2.0 site. Create a quiz and some quiz attempts.

Go into the database and delete some rows from quiz_attempts, without deleting the linked data in other tables.

Upgrade to 2.1 and check it works.

Old data in the database, that should have been deleted long ago, is breaking the upgrade.

We need to add a step that cleans up the garbage before the main upgrade runs.
