Invisible blocks even when editing page on admin settings pages

      on a admin_externalpage pick the column without the add block block then remove all the blocks except an empty html block (titleless and html less). If you can still see the block this is fixed otherwise it is broken

      Description

      If a block is added to a column without any other blocks and the block has no content (eg. a freshly created html block), the block disappears and cannot be accessed unless something else is moved in to the column that has content.

      Essentially a block should report that it has content if the user is in editing mode so that the user can do stuff with it.
