    Description

      The problem is that the manual cohort enrollment, which is implemented in the enrol/cohort, uses all the capabilities required for cohort sync, which is wrong.

      Solutions:
      1/ create a separate button for manual cohort enrol and sync
      2/ tweak the enrol/cohort/lib.php to use correct permissions (see http://docs.moodle.org/20/en/Cohorts#Enrolling_a_cohort_in_a_course)
