error/tmp_backup_directory_not_found when restoring large 1.9 backup to 2.1

      PHP max filesize and max post are set to 2gb

    Description

      When restoring a 1GB+ backup, the following error is produced. The link for more information goes to an empty page. There are serveral forum posts where others are receiving the same error, but no resolution, so I am submitting this as a bug. Others seem to have the problem restoring from 2.0 backups as well.
