Create a new SCORM using the SCORM package "LMSTestPackage_RU-13e.zip" from this zip that contains all the 2004 test packages.
http://www.adlnet.gov/wp-content/uploads/2011/07/SCORM.2004.4ED.TS_.v1.1.1.LMS_.Packages1.zip

If it's fixed the SCORM package will install into Moodle - if not you'll get the error above.
