PDF files don't register in logs/reports when configured to "force download"

When I log in as a student and click on a file with the "force download" setting, there is no entry in the logs (i.e., I get a "Never seen" for that resource even though I downloaded it to my computer). When the same file is set to "Open" instead of "force download", there is an entry in the logs. This is a new behavior. In version 2.0, when the student clicked on a file with the "force download" setting, a page would appear with a message saying: "Click on this link filename to download the file." and there would be an entry in the logs showing that this resource was viewed.
