No editing tools for sub-categories when viewing a category

      1) Click 'Add/edit courses' in the administrator block.
      2) Click on a category which contains a sub-category (multiple will show the up/down arrows after fix is applied).
      3) Ensure editing is turned on.
      4) Without the patch, no editing icons for the sub-categories exist.

    Description

      When in editing mode and inside a category with sub-categories, the sub-categories block does not have any editing tools implemented. It looks like the editing tools have been included for courses, but the functions were left out for the categories.
