      1/ Run functional tests from lib/simpletest/fulltestaccesslib.php (it takes very long time) for all supported databases (failure in Oracle, MSSQL is not a showstopper)

    Description

      This is part of the multitenant project, the current problems:
      1/ is that adding multitenant hack on top of current code would require tons of hacking and might lower the performance.
      2/ it is not possible to add more context levels easily - this may be necessary for cohort context later
      3/ performance
      4/ bugs
      5/ more security

      I am going to create subtasks for issues that will be resolved by this issue
